How to obtain extra spell items that aren't sold by vendor

I noticed that the NPC that receives the spec item, and grants you the ability, says he receives stuff like... animist creeping line, suppression spiritmaster, etc.
However, the NPC that sells it doesn't have these for sale.
I tried farming random world bosses at mainland spawns (all realms), and they SEEM to be only dropping specs that are sold in the NPCs. For example, alb skelly camp only drops Vampiric Embrace, hib lurikeen camp (lvl 36ish) only drops Champ Valor, and so on. It's not a random chance for them to drop multiple specs.
Where can I get those very random spec lines?

they have to be readded to game I will get that fixed when I can.
